First of all you have to cut a piece of paper to 9.5 x 15 inches. 

For this purpose colored or patterned craft paper is ideal for this creation of decorative paper bag, but wrapping paper or newspaper will do if you had something more delicate in mind.

Secondly you have to place the paper in front of you on a flat surface or on a table

You have to make sure to place it in “landscape” orientation, for example: long sides up and down, short sides to the left and right.

Next step is fold the bottom edge of the paper up 2 inches (5 cm) and sharply crease the fold. 

When you are done or completed it, unfold. Note for later that this will become the bottom of the bag.

After this step, fold the sides of the bag into place. 

Be careful and sure to maintain the landscape orientation as you work.

Next Step is: Flip the bag over so that it sits glued, side-down. 

Be careful and make sure to orient it so that one of the open ends points toward you.

After this, Fold the side creases or ends inward to create a slight accordion effect.

Fold and glue the bottom of the bag into place

Pop the bag open. 

Be careful and make sure the bottom is completely closed off and that there are no gaps in the glued edges.

Now add decorative handles which you like to add.
